Kellie Cloud achieved two bachelor’s degrees  -- one in project management and another in business administration -- while working full time and raising her small family in Arizona. She continued her studies during her career to achieve a master’s of information systems management. Kellie has over 20 years of experience and is certified in several fields of program management, including earned value management, risk management, schedule management and Agile methodologies. Kellie is currently providing consulting and management services to several multi-billion-dollar federal government contracts.

Kellie has two decades of practical and cultivated experience in implementing program management through resource allocation, maintaining fiscal budgets while upholding policies and cost strategies. She has orchestrated program management industry standards to harmonize with the Department of Defense requirements with an emphasis on acquisition management portfolios and acquisition category one (ACAT I) programs. Kellie has extensive experience in working billion-dollar proposals while providing insightful budget formulation through strategic procurements and strategic budgeting through continuing resolutions and acquisition life cycles.

She and her husband have been married for over 25 years with two children, and they reside in Fayetteville, NC.

Kellie’s research is in determining the accuracy of estimating techniques for information technology programs. Focused on the quantitative and qualitative analysis of projects similar in size and scope to gauge the accuracy of the estimating techniques commonly used across the information technology industry. This research will enable companies to make more informed decisions, thereby saving investment dollars and time to market for information technology programs.
